FINEST PILOTING PROGRAMMES


The piloting programme each part serves a specific purpose in the overall programme. Two of these three parts—namely FinEst Large Pilots, and FinEst Medium Pilots—are funded by European Regional Development Fund through Estonian Ministry of Education and Research. The third part—Research Driven Pilots/Mini-Pilots—is operated by the FinEst Twins project, and organised by Forum Virium Helsinki. While the first two parts aim at establishing an ecosystem of cross-border smart-city piloting, the third one focuses on building a roadmap for validating, demonstrating, and commercialising research-based know-how in smart-city context. These three parts are intended to complement each other, and as an overall objective they aim at igniting a culture of explorative piloting and co-creation within the community of FinEst Centre.


FINEST LARGE PILOTS

Four research intensive ideas have been chosen to be developed and piloted by FinEst Cetre for Smart Cities. These pilot projects are financed by the European Regional Development Fund and the Estonian Ministry of Research and Education. Projects started January 2021.

FINEST MEDIUM PILOTS PROCESS

FinEst Centre for Smart Cities will invest up to 15 million euros to implement 10 large scale pilots to face the urban challenges in the fields of mobility, energy, built environment, data and governance. This idea competition is based on the challenges mapped with local governments in Estonia. Each idea has to address at least one of the challenges via research and innovation activities and direct involvement of cities.

During the broad and well-promoted open call for ideas, we received 71 ideas for the 2020 smart city challenge. Four ideas have been chosen to be implemented by FinEst Centre for Smart Cities and will be piloted in the partner cities and urban regions. As the call for ideas was well competed, this left us with 67 potential ideas, meeting the pre-mapped urban challenges of 35 local governments, that could have a piloting potential. Therefore, we do not plan a new open call in 2021 but we would re-evaluate the ideas we have received and choose potentially two more ideas from these that can be done with 18 months.

FINEST MINI PILOTING PROGRAMME

Mini-Piloting is one of the piloting programmes within the EU-funded FinEst Twins project. The programme aims to improve the urban ecosystem by catalysing innovation from current research to create successful start-up companies.

Mini-Piloting is looking for research-based ideas and concepts that can be developed into profitable businesses or otherwise contribute to urban development. Proposals can be related to the following topics:

  • Smart Energy
  • Built Environment
  • Smart City Governance
  • Urban Analytics & Data
  • Health & Well-being
  • Education
